this is how it works
you need to be in an alliance research the genesis project research the colony star (research some or all troop transporters, they carry troops to protect or attack colonies)
2. search for pre warp worlds and colonize them with the [[colony star] colonies will provide reinforcements which are needed to build troops. the reinforcements will be available for all alliance members.
3. build troops tranports and carry them to your (most valuable) colonies to protect them, or build troops and carry them to enemy colonies to conquer them.

there are 3 different troops (there wont be more in the future)
