Manpower (mp) stands for the number of people working for you space industry. The mp is the restricting resource for fleet building. Every player has a fixed amount of mp (about 5000). You need manpower to man your ships. Every ship needs a specific amount of mp. You can make mp accessible again, if you recycle ships or loose them in battles. if you loose ships in a spacebattle there are new people employed at your home base, so then you have the manpower free again.
