This is a shortcut notation for a fleet that contains one class 1 ship, one class 2 ship, one class 3 ship and one class 4 ship. Normally the ships in such a fleet are one fighter, one destroyer, one cruiser and one mothership.
this notation is also used to describe dsp data of the deep scan probe, for example 122.20.5.1 (a fleet that contains 122 class 1 ships, 20 class 2 ships, ...)
