This is a shortcut notation for a fleet that contains one class 1 ship, one class 2 ship, one class 3 ship and one class 4 ship. Normally the ships in such a fleet are one fighter, one destroyer, one cruiser and one mothership.
this notation is also used to describe dsp data, for example 122.20.5.1 (a fleet that contains 122 class 1 ships, 20 class 2 ships ...)
