I think if the ghost ships only took their turn as an 'attacking' ship in the enemy-fleet, and not as a target for your attacking ships (since your target-locking-system shouldn't lock-on to ghosts?), this ship might be somehow useful, for you would win a turn for every ghost ship created, if it participates in battle of course.

Are you willing to program that target-locking-system in the battle-engine
Don't think it exist.

if the ghost have a command like trigger_0_destruction so they can't be destroyed by the firepower of a ship they will not be a target for your ships (only for the ships that modifies lifepoints)
the commands: trigger_0_destroy, trigger_0_obli and trigger_0_kill already exist so if the admin creates the command trigger_0_destruction the holo ghost summoner can be created

As far as I understand the battle-engine a trigger_0_destruction wouldn't help much, because the fighting ship will shoot at the ghost-ship, only the ghost-ship won't be destroyed this way. The next turn your ship will shoot at the same ghost ship which is undestructable. So the ghost ship would be a helpful ship, not for you, but for your enemy in the way you proposed.

sorry I thougt that when a ship targets another ship whit a trigger_0_something whit the hability triggered the targetcounter will move one position and not waste the ability against a ship useless (I hope you understand me)
