Going from the Head Quarters screen to the Preferences panel, you will find the following line at the end of the third box:
picture for your planet
In the empty box behind this line, you can insert an URL to a picture of your planet (Just look for a nice picture at google)

Or, research the P-Probe, to take a planet photo. It is travelers tech tho...
Or just ask one of the people here.

it's called lens flare and appears when light refracts on the photo lens or something like that.
over-used in digital art and computer graphics after being made simple to achieve in photoshop and other 2d and 3d programs.
