modifies AP/LP by 0/+1 of 250 ships of any ship-type in your own fleet in class 2
(battle engine syntax: mod,self,250,2,all,+,0,1)
modifies AP/LP by 0/+1 of 50 ships of any ship-type in your own fleet in class 3
