NZ is quite strong, but they aren't using their power. They could be called a sleeping giant for that, but as they also don't intend to do that, they aren't a giant at all.

SBR is a sleeping giant atm.

TLC is the strongest, then SM, then Defiance. Period.

Yes, NZ could beat you, but when we keep it realistic ( 1 they wont war with you, 2 they wont war if not to defend ) NZ isn't a giant thus not on the list of strongest alliances.
