not bad but it should have a few side affects like:
if its at base more than 12 hours your population gets infected.
2. you or they can spread it by sending ships to others planets that were on your or their planet when it hit.
and have somthing for all races that can confine the virus so it dont get out of hand.

Biological weapons in Spactrace... make sure the Americans don't get a whif of this or they will invade, topple to TO 'dictators' and try to execute a regime change! lol.
