I think he emans an alliance in witch only players of the same race can join. I don't see the point though.

maybe he means that it should sorta follow some kind of story aabout the origins of the races (even though i don't know how this could be possible) to where ancient feuds are settled through modern alliances of similar race (as weylyn suggested)

Yes, but the race wars are a thing of the past. It sais so in the manual. If players want race allances, they can make them by themselves.

I don`t remember pretty well.. it was a long time ago when the rounds existed and the first collective were not yet born
I got a message of a guy creating an alliance of only humans
Privateers? I can not tell...
