LoL well Lou it looks like it, i was allready twice invited to join this alliance ingame, so they must be getting quite desperate (looking at their current number of members) LoL why not just put open tag and pass in here like borg did, you will find ureself having plenty of members soon!
However i do not think it would be a wise thing to do.
