it is quite useful to scan for incomings on colonies etc.
i think it is needed

| i think its great. it will be very useful for detecting incomings that are not directly onto your fleets and it will require more use of hyperdropping to surprise the enemy. but i think its balanced by requiring a fleet slot. |

it only scans for targets, not actual fleet signatures
