The flag commander can have 50% extra manpower, to build ships, that can only be used in his 3rd fleet, which is called the "alliancefleet". The alliancefleet can only be used to defend his planet or the planets of his allies. Points made by this extra fleet will be given to the alliance points only.

Ok my question is in regards to the "A.D.S" in combination with the "Final Exploration" basic research.
Alright, so if I were to completely research "Final Exploration" and I was the "Flag Commander" of my Alliance that has an active "A.D.S" would I be limited to only my "fleet1" and the "alliancefleet" (formerly "fleet2")?

HOWEVER, if one doesn't have a "fleet3" at all, what would happen? _________________

That's an interesting question! I suppose you would indeed have only one fully available fleet left, which would make final exploration pretty useless for flag commanders. But maybe the admins could shed some light on this mystery ...
