They just start small, and get bigger.

Anyway, our wounded don't get sent back to work, they are sent to a beautiful retirement paradise planet.

seems that humanity is too important in your society!
our veterans are always sent back to battle, if necessary we're using cyborg technology to ensure their participation in the following battle. and the fleet participates from the veteran experience.
from time to time a veteran goes crazy, then we're bringing his life to an end because his existence would have no benefit for the society any more.
it's something like recycling

We e-rays just sort of fade, it's like existance itself has a dampening long-term effect.

Therefore it is hard to say exactly when one of our population is actually completely gone
