Unfortunitly.. You cant increase your man-power, but as you go on and learn more about Spacetrace, you'll be glad you cant.
Why cant you increase manpower? - To keep game play fair and power of the galaxy under balance.
But there are ways to modify your manpower, such as Clone Labs, but it has it's down falls too.

The answer you forgot to give:
Creating creatures is just a fun minigame. The creatures eat each other and stuff, and the point is to make a creature that is at the top of the food chain, and flourishes...
