In North America, parkways are usually sections of, or roads that do not allow commercial traffic. They are usually reserved for scenic drives, special roads for airport or park bound traffic or a stretch of highway that has very few traffic lights within a city that is reserved again, for non-commercial use. You certainly cannot "park" on them usually.
