it is useless to fight but perfectly to defend... are you afraid? it helps you but it is only helpfull if it is in your base and obiously if it had aturn in the battle. it creates 25 defenders troopers so you can have more but your planet only have capacity for 350 defenders troopers

(battle engine syntax: f)
creates 25 intelligence station in your own fleet in class 4
