How about creating a union for all the 2 man or over alliances. All alliance leaders are made senators and are always put into a temporary alliance called the united galactic allliance.
This alliance building is situated on the black hole and cannot be attacked because it is class 5.
Whilst leaders are in the uga they are also in there own alliances.
The uga is only set up to act like a united nations where different alliances can discuss there topics and can vote for different internal parts of spacetrace. |
