the manual says (in battles):

example:
100 EMP-fighter vs 100 destroyer
i.g. all destroyers are jammed this way ( exception: tha player with the destroyers shoots first, then in this battle one EMP-fighter would be destroyed)

to finish my bug report:
your fleet 2 fights against fleet 1 from somebady of somewhere at xxx/yyy/zz

why 2 ships of the enemy fleet take turn? I think only one (and only if hi wins the initiative) of his ships should act
and this is not the first time this happens, I have more BR where this happens

and to let you known the dreadnought shoot in to both class 1 and class 2 ships thats just how they work, like a cyclop and the apollo they shoot into only the class ships they where made for, but from this battle report them two ships the cyclop and the dreadnought got to shoot first befor your emp-fighter got to do there jamming thingy

I like your perception skills, one of your cyclopses and your dreadnought shoot, but I will like the answer to my question, why 2 ships shoot? no one of those ships have the command trigger_-_jam (if the ship is jammed, the initiative will not go back to the enemy), so I don't see any reason of why this happens

SirTaz I know how the dreadnought and the cyclop and the apollo work, my question is not how they work, I hope we encounter each other again
