It is said in the manual that in some planets you can discover technologies.
1/In which kind of planet
2/How do you know if there is a technology
3/How do you proceed? Do you send a probe, a fleet, and what kind of ship do you need to send ?

Well:
1. u discover planet. nobody know what's on it! that's the point...
2. u send a fleet to planet, no metter, the fleet, or one scout (anything that can form a fleet, u see when u get warp signature)
3. If planet contains ships or tehcnologies, u will see. U just buy them, no building time, paying in mp  . For resarch not sure, but I know that fleet must remain on planet, untill it's finished.
U can also name planet, if u are there first.
tip: ships that can establish warp for them self, will be traped when u buy planet's ships, couse they will be atomaticly joined with fleet on the planet (i.e. scout)
Of course we are talking about prewarp worlds, like Earth.
One day member of ABC will come to our planet and take 40 dreds, and win The Final Battle vs. Borg.

It is easier to just send a fleet-tender or a lowrider since you the chances that you get a battle are not large.
