We should be able to split a fleet, like i have fleet 1 and then split it in half[into fleet 1 and 2](while stationary) only if you have a warp capable shhip in each.

I dont like it. As the game works now, you need to be prepared for that need ahead of time.
As far as I am concerned, that is one of the main functions of the class 2 warp ships and fast class four warp ships. By allowing anyone to create a fleet away from their homeworld would dramatically change a lot of the strategy of the game, as well as make it almost useless to have more than one mothership.
And who says you need a warp capable ship in every fleet? |

you still use 2 mother ships i created this, because i was on my way to a planet thinking i could do this right before i got there so that i could split up into one fleet to destroy class 3 and another to destroy class4, then i realized i couldn t. i think this could be used for that aswell as for attacking and leaving partof the fleet in an enemy planet for a seige.

Imagine a fleet tender and a mothership. You get warp 8 and 1 sector before the planet you split the fleet up in a fleet tender and the rest of the fleet. This way you get warp 8 but don't have the drawback of the fleet tender. So I think it can be implented BUT ONLY if the lowest warp is the warp of the fleet.
