It just appears to be a new basic research. One of the new Impossible Inventions have this as a prerequisite.
This is not really a new invention.

Can do one thing with this research.
Wen you researched this tecnology.
Allow you to research DSP, VS, and others probe.
Not the new invention that allow you see the composition of the fleet.
But tecnology only for probe. Very original.
