In reply to the original question:
you have 5637 of your 5636 manpower in use.
I know the answer.
For those who have clone labs and Nanite race. If you have used up all your MP in production and one of the ship is a carrier (601 MP). In a battle where you did not loss any manpower and the carrier releases 250 nano bomber (3 MP each). This amount to 750 MP. You have 149 extra MP. You should see this message:
you have 5785 of your 5636 manpower in use.

The correct answers are:
1.Yes
2.Yes
3. - there are four sub-answers -
a.)) When you have only a mothership and a nano-virus /1 for class3 that is / left, you have 7 mp busy
b.)) When your fleet is half the way from the black hole, the mp falls to 4
c.)) When you're back to base, the mp stays steadily at 2
d.)) When you go to "production" the next day the mp is 1 and stays that way forever 'till you recycle the nano-virus
@All - I'm not making this up, it's true!!! It happened right after that dual-battle situation at the black hole 
So, I guess I win the prize...
And the prize is.... A smile on the radio
