Now this is the first MP-increase tech I like.
The usage of production time as a drawback seems
fair to me...
Anyway, it's usefull as you actually produce
a double-mp fleet in the time you'd normally
do so...
It still needs another drawback though, as now
you can have more doomstars than your fleet
sockets... 
Let's say, maybe the fleet should decrease it's speed twice? Doesn't affect the core-driver

Was that supposed to be targeted at Beedo? 
Anyway, I think that a fleet twice as big can be only balanced if it behaves like two normal ones:
e.g.
1.) takes twice the time to build
2.) takes twice the travel-time
3.) the enemy wins the same points, e.g. killing a cruiser still brings him 60 points, not 30
This way the difference between 2 standard fleets and a big one becomes more bareable...
Then it's ballanced and useful mainly by players that don't log in as often...
