It looks like a nice idea, but it needs some drawback, otherwise it would be really broken.
Notice that all techs of that type (final exploration or cloning labs) have some kind of drawback. |

Hmmm... there are many possible drawbacks:
1. All other class-ships cost +1 mp /or +2? /
2. All your class3 ships have less life/attack
3. You loose a fleet-slot
4. Your fleets move slower
Anyway, I've posted something like "Tips for inventors" ... Maybe you can read it?  If you can find it, it's in the Suggestions I think...
