I have a single fleet with 2 MS out of my base, says fleet1. I'm triying to separate one of the MS to form another fleet, but in the from/to drop down list (in fleets window) doens't appear fleet1. I remember being capable to separate fleets out of my base, is this now a lost feature ???.

I think you can split fleets if they are at the same site, if your 2 MS are at the same coords they must be splitted!
that's what I think 
It's not necessary be at your base, just at the same coords
