If an alliance votes a new leader, the new leader will assume his office after a delay of 36 hours. (this is because the offices of the government need to be transported to the new planet)
Once he took his office he cannot leave the alliance for 36 hours, because he needs to stay at least one election period in office to provide a save keeping of the alliance flag.
