Before i go i would just like to post the Nazgulian law. It should help a few struggling alliances. Especially large ones.
Alliance tag: Nazgul

Article 1: Powers of the Leader:
(a) Can invite or decline new members access to the alliance.
(b) Can ban and unban players
(c)Can ally and break alliances in CERTAIN instances, through the MoC .

Article 2: Powers of the CoW
(a) Can overrule the leader if he declares war.
(b) Informs alliance of main threats
(c) Informs alliance when it is a good time to capter black hole, graviton pulsar or chronoton Nebula.
(d) Controls the MTWG
(e) Is the leaders councillor for military affairs.

Article 3: Powers of the MoC
(a) Spreads the leaders messages
(b) Gets messages from other alliances
(c)Is the leaders councillor for non - military affairs
(d) MoC can overrule the leader in non - military affairs
(e)Gets results from votes and must keep the voters I.D. a secret.

Article 4: Powers of other members
(a) Can vote a new leader
(b)Members can vote and bring up new topics

3 little things I find disturbing enough to discuss

Article 2: Powers of the CoW
(a) Can overrule the leader if he declares war.
(e) Is the leaders councillor for military affairs.

I don't get it, a CoW is chosen by the leader. The members voted for the leader, so why giving a indirect chosen somebody the powers to overrule a direct chosen somebody. And if some can overrule decissions how can he be councillor? (Same for MoC)

Article 4: Powers of other members
(c) All members together can overrule Leader, CoW and MoC

Either Leader,CoW or MoC are no members or members can't overrule the others.

And yes bureacracy accomplishes little, but everyone his own way accomlishes not much more on the long term.

The important thing is to be nice to each other, take care of each other, communicate, and have fun.

I swear, any system of government would work with these things in place, and any alliance can be run like this. Its about mutual respect.

If I was in an alliance that was run like this, I wouldnt be in it for long, Ill tell you. Its crap. No leader should try pulling this garbage on its members.

yea bureacracy without respect for all from all isn't going to ever work. however, with respect and care for the team, bureacracy could be a good way to organize an alliance. however, i don't think that it is necessary at all and could be cumbersome.
anyways, here is a bureacratic alliance for the one dude who was wondering.
