I think you move it near a planet you want to attack then your allies can all go there at warp 15. I think thats what it does I am not sure, and it seems kind of expensive too.

the mobile trans-warp gate is a vessel that can provide a jump-gate.
just place it were you want, and all your allies can jump from one gate of your alliance to it with transwarp. |

thank you,
the leader of the alliance can control it separately from the fleets, so it is an extra feature for an alliance. sure it is expensive to build, but you can also destroy it, then you get the points back, (unless someone else destroyes it )
