Dark Tactics is not a ship so much as a concept, however some of the ideas suggested for it were to be incorporated into the ground troops ship that was for a while going to be introduced last round. I think it is still on the drawing board programming wise but I know for sure the research stealing part was dropped due to possible exploitation by multis. I think you can still interfere with production, and probes and some other things too, but whether it will be ready anytime soon I dont know.
